- Subcontractor to Rohmann Services, Inc. (RSI) Contract to Provide Calibration and Metrology Services (CAMS) at Johnson Space Center, Houston, Texas. Rothe Development, Inc. (RDI), as a subcontractor to Rohmann Services, Inc., operates the Metrology Systems and Calibration Laboratory at NASA’s Johnson Space Center (NASA Contract NNJ06HE21C). The contract period of performance is 1 June 2006 to 31 May 2011.
Brief Description. This Cost-Plus-fixed fee contract provides Johnson Space Center Government and contractor facilities, electronic and physical calibration for over 22,000 items of test equipment annually.
- Subcontractor to Lockheed Martin Integrated Systems/Space Operations Cargo Mission Contract (CMC), Houston, Texas. Rothe Enterprises, Inc. (REI), as a subcontractor to Lockheed Martin Integrated Systems/Space Operations, performed tasks supporting the Cargo Mission Contract (CMC) (NASA prime contract NNJO4AAO3C). The contract period of performance is January 2004 to September 2008.
Brief Description. Under this Time and Material Subcontract (GE60922B11), REI manufactures flight hardware, provides engineering design/drafting support, and repairs and manufactures softgoods for the Space Shuttle program. Softgoods include Cargo Transfer Bags, M-Bags, and closeout covers, and any additional softgoods articles as may be required. The REI Softgoods facility achieved and maintains Depot Certification under the Space Shuttle Program.
- Prime Contractor for Base Network Control Center (BNCC) at Columbus Air Force Base, Mississippi. Rothe Enterprises, Inc. (REI) has been performing Telecommunications and Information Technology support services for the 14th Flying Training Wing (US Air Force Air Training Command) at Columbus AFB, MS since 2002. Our staff consists of dedicated MCSEs, MCSAs, Microsoft Office Specialists, HP ASEs, CCNAs, MCPs, A+ Technicians, and support personnel, who are available 24/7. This contract period of performance is 1 October 2004 – 30 September 2008.
Brief Description. Under this Firm Fixed Price Contract (Contract Number FA3022-05-P-0001), entitled “Base Network Control Center”, we provide the following: management of the base network tenant servers, hardware and software management; SAN management, Information Protection, management of DMS and Exchange; management and administration of the base firewall; Information Assurance; communication and emissions security; base help desk support, small computer repair, applications training and web master/programming services. REI performs all duties and tasks associated with the management, installation and configuration of communications, information and computer systems for Columbus AFB. REI assists in base level C4 planning, coordination and implementation. We develop/coordinate/maintain operation, concept, continuity of operations, contingency, support, service restoration, unit type code requirements, deployed capability and other plans involving C&I
resources or activities associated with this contract. REI established and maintains the Wing Information Assurance Office and performs all functions associated with Information Assurance procedures and policies. REI operates and maintains a learning center to conduct initial and recurring hardware/software training for base organizations and this training includes; installation and configuration of hardware/software components, MS Windows (200x,XP), MS Office (2000x,XP), Internet Explorer, and other related software. Directly supported hardware includes Windows O/S-based servers servers, Cisco routers (7200/7500) and various model Cisco switches (2924, 2950, 3750, 3650, 4506, 4507, 4510, 6509, and 6513.
REI is required to develop syllabus for all training and document all training and conduct semiannual surveys to determine future training needs and develop a customized (basic, intermediate and advanced) courses. REI provides complete web services to the base populace to include extranet, intranet, and development services. Our web programming shop applies all current Air Force standards and public law, such as Section 508, to ensure security and compliance of all unit sites hosted on the Columbus web servers. In addition to design, development and maintenance activities we actively pursue potential improvements in automation for unit sites as well as providing audited documentation trail via SQL database data storage. We specialize in ASP.Net development and Active Directory integration as well as basic HTML DHTML, and XML page design. We have successfully developed and deployed a web-based command and control communications interface as well as several network administration utilities to
increase the efficiency of our staff and to provide long-term documentation of actions taken.
We also provide Network security within the NCC in accordance with AFI 33-202, Network and Computer Security and AFI 33-115 series of instructions for network operations.
REI performs exchange and DMS (classified and unclassified) messaging services within the physical confines of the NCC on Columbus AFB.
REI also provides hardware and computer maintenance for authorized information systems and peripherals at the Columbus Air Force Base. Help desk operations is provided by the technicians. Hardware support is provided either on site or at the customers work center. They provide initial setup and configuration of IT assets received, again on site or at the customer’s site.
- Subcontractor to Raytheon Technical Services Co. NSOC Contract at Johnson Space Center, Houston, Texas. Rothe Enterprises, Inc. (REI) and Rothe Development, Inc. (RDI) are subcontractors to Raytheon Technical Services Company LLC on the Neutral Buoyancy Lab (NBL)/Space Vehicle Mockup Facility (SVMF)/ Operations Contract (NSOC) at NASA’s Johnson Space Center in Houston, Texas. The contract period of performance is from April 2003 to March 2008.
Brief Description. Rothe provides resources and services to operate, maintain, and provide sustaining engineering for the Neutral Buoyancy Laboratory, the Space Vehicle Mockup Facility and 920L, the Logistics and Mockup Facility at NASA, LBJ Space Center, Houston, TX. This contract involves an intense level of crew interaction, the varying fidelities of flight-related mockups, and the man-rated systems used in training crewmembers. Rothe’s scope on this Mission Operations Directorate contract includes design, drafting, manufacturing, training, hardware and facility preparation, mockup staging and coordination, shipping, receiving, logistics and inventory maintenance, and administrative support in the Sonny Carter Training Facility (both the Neutral Buoyancy Lab (NBL) and the Logistics & Mockup Facility (LMF, also known as the Light Manufacturing Facility), as well as the Space Vehicle Mockup Facility (SVMF). These functions are high-visibility, and therefore
exacting to every detail. Safe job performance is key in maintaining crew health, and quality must meet or exceed requirements for effective training. Combined, all these factors add up to better mission assurance, as witnessed in the first return-to-flight mission, STS-114.
- Prime Contractor for Communications and Computer Systems Contract at Minneapolis-St. Paul Air Reserve Station, Minnesota. Rothe Development, Inc. (RDI) has been performing telecommunications services supporting the 934th Airlift Wing (USAF Reserve) at the Minneapolis-St. Paul Air Reserve Station on a continual basis since 1987. Our staff consists of dedicated MCSEs, MCSAs, Microsoft Office Specialists, HP ASEs, CCNAs, MCPs, A+ Technicians, and support personnel. The contract period of performance is 1 January 2003 – 31 December 2007.
Brief Description. Under this Firm Fixed Price contract (Contract Number F2161103C0001), entitled “Communications and Computer Systems”, RDI manages classified and unclassified network services to the 934th Airlift Wing and base tenants. RDI manages the base Network Control Center including Windows O/S-based servers, two UNIX servers, and CISCO switches. Other responsibilities include servicing user accounts, operating a consolidated help desk, acting as Functional Systems Administrator for the Joint Computer Aided Logistics System (JCALS), conducting training classes for commonly used software in an 8-terminal computer lab, providing the Air Force with technical recommendations for telecommunications and information systems infrastructure upgrades, installing and implementing system upgrades, operating the Base Communications Center and Technical Control Facility, performing
communications systems management and maintenance for the base, operating and maintaining a Nortel Meridian 1, 81C voice switching system and two remote processing units, maintaining the base cable system, managing and maintaining the base mobile radio and antenna systems, and maintaining the bases cryptographic equipment.
- Partner in Joint Venture to Provide Information Systems and Media Services Support to the U.S. Air Force Academy, Colorado. Rothe Development, Inc. (RDI) is performing telecommunications, information systems, and media services at the US Air Force Academy as part of Rohmann Joint Venture, LLC. The period of performance is 1 August 2002 – 31 July 2007.
Brief Description. Under this Firm Fixed Price Contract (Contract Number F05611-02-C-0001), RDI provides Electronic Communication Maintenance to include Workload Control, perform all maintenance on: Air Traffic Control (ATC) electronic communications equipment and associated antennas, PA equipment, Falcon CCTV equipment, Television production/studio equipment, TVD equipment, PWC equipment and all audiovisual equipment. Perform Software Engineering And System Support for Cadet Administrative Management Information System (CAMIS). Manage Telephone Management Administration Support perform customer service and administrative support for the 10th Communication Squadron Telephone Systems Management (SCMT) Section. Operate Base Information Transfer Center (BITC)to provide official mail service to USAFA and tenant organizations, provide pick-up/delivery, and metering services to include accountable mail management and directory service. Manage the
Publications And Forms Management Programs including review, coordination editing, and publishing all USAFA publications, periodicals and nonrecurring pamphlets, analyzing, designing, and numbering all USAFA forms and approve reprints and overprints of existing forms IAW AFI 37-161, maintain the USAFA electronic Publications and Forms website. Provide Media Services to include graphics, photography, audio/visual production services, audio/visual equipment self-help, and presentation and public address services.
- Information Technology Services Support to Defense Information Systems Agency (DISA). RDI has provided operations support of a large computer center for the Defense Information Systems Agency. The RDI team provided program management, quality control, project management; customer assistance (help desk) support; network management and administration; telecommunications circuit actions support; system hardware administration and application support for mainframe, open system, and Windows servers; computer operations for IBM, AMDAHL, Unisys, and Bull mainframe servers as well as Teredata, Tandem servers; storage (disk and tape) management for StorageTek silo’s and stand alone tape drive systems; media library support; personal computer (PC) management and administration (seat management) support; equipment asset management; and courier support.
At the point of maximum effort during our support to DISA, we provided over 100 highly skilled professionals who excelled at providing services in the functional areas of Program Management, Quality Control, Project Management, Equipment Inventory Control, Network Management Administration, Server and Mainframe System Administration, Server and Mainframe Application Support, web server Programming and Administration, Computer Operations, Restart and Recovery Analysis, Media Librarian, Courier, and Facility/Building Support.
- Subcontractor to Lockheed Martin Space Operations “Science, Engineering and Technology” (SEAT) Contract at Johnson Space Center, Houston, Texas. Rothe Enterprises, Inc. (REI), as a subcontractor to Lockheed Martin Space Operations, performed the work previously performed by RJV under the MACS contract, from June 2003 to January 2005 (see next contract).
Brief Description. On 1 June 2003, NASA terminated the MACS contract and the work was transitioned to the Lockheed Martin Science, Engineering and Technology (SEAT) contract (NASA Prime contract NAS9-19100), but continued to be performed by Rothe as a subcontractor under Lockheed Martin subcontract GE94449J72. The work on this subcontract was the identical work we previously performed on NASA prime contract NAS9-97218. The Lockheed Martin SEAT contract was terminated 31 January 2005, and the new contract, entitled the Engineering Services Contract (ESC), was awarded to another team.
- Prime Contractor for “Manufacturing and Calibration Systems” (MACS) Contract at Johnson Space Center, Houston, Texas. Rothe Joint Venture LLC (RJV) was the NASA prime contractor for the Manufacturing and Calibration Services (MACS) (NAS 9-97218) contract supporting the Structural Engineering Division of the Directorate of Engineering at Johnson Space Center, Houston, Texas from November 1997 to May 2003.
Brief Description. Rothe performed design engineering and drawing generation, machine programming, IT support, metal fabrication including machining, sheet metal and welding, electronics design and fabrication, soft goods fabrication, composites fabrication, painting and model shop support, metal finishing, pre-clean and clean room support, and in-house manufacturing quality inspection. This contract involved significant product interrelationships with safety, reliability, and maintainability. Our scope on this Engineering Directorate contract included manufacturing all sorts of products (machining, sheet metal, and welding; flight and non-flight; metal and soft goods; mechanical, electrical, and electromechanical; crit-1 and non-critical items), providing Engineering design and development support for various products (from hi-and-low-fidelity mockups to flight hardware), as well as all the Calibration and Metrology services to the entire JSC campus. All
associated support functions were also provided by Rothe, including accounting, shipping, receiving, inventory control, engraving, purchasing, planning and production control, administrative support, work control, quality, safety, facility management, reverse engineering, configuration control and checking. Daily interaction was required with NASA Quality Assurance and Quality Engineering, from requirements development, through manufacturing, assembly, and certification.
